In November 1983, NATO rehearsed the procedures for releasing nuclear weapons. Soviet intelligence, primed by a standing programme built to detect a Western first strike, read the exercise as possible cover for the real thing. Two declassified U.S. assessments of those eleven days reach opposite conclusions.
